Funding to CIR for early research and development of this investigation was provided by the Ford Foundation. Robin Mejia reported on forensic science and bullet lead analysis for New Scientist magazine in April 2002.
With support from CIR's Investigative Venture Fund, she expanded on her story with Charles Piller for the Los Angeles Times in February 2003.
Mejia was awarded a Soros Justice Media Fellowship from the Open Society Institute to continue her research in the area of forensic science through February 2004, resulting in a book proposal.
In the summer of 2004, Mejia and CIR approached CNN Productions about developing the investigation into a documentary. CNN paid all costs of production and paid CIR for Mejia's four months of work during the documentary's research, development, filming and editing. CNN received no money from CIR, the Ford Foundation or the Open Society Institute.
