The Anti-Drug Abuse Act of 1986 places some FBI records on foreign intelligence, counterintelligence, and terrorism outside the scope of the Freedom of Information Act. It is feared this will inhibit disclosure of FBI activity similar to its past disruption of legal political groups and spying on organizations such as Physicians for Social Responsibility.

Proposed amendments to the Freedom of Information Act would change it into a secrecy law and permit the FBI to conceal counterintelligence records of spying on peace activists.
